WHO WE ARE
ZA Registry Consortium (Pty) Ltd (ZARC) is a privately incorporated company, with its roots in South Africa, that offers a homegrown turnkey Registry Solution in the overall management of domain names in South Africa.
As an industry leader in the domain name industry, ZARC serves as the contracted Registry Operator for the four commercial (open) Second-Level Domains (SLDs) .co.za, .org.za, .net.za, and .web.za. Additionally, we act as the de facto registry operator for the moderated (closed) SLDs .school.za and .law.za.

Lucky Masilela
Co-Chief Executive Officer
Lucky has over 28 years of experience in telecommunications, local and regional domain name sectors. He has an entrepreneurial spirit and is skilled in corporate management and leadership. He is known for the ‘domaining the un-domained’ strategy. He was nominated for ICT Achievers Award and awarded the AfiCTA Africa Champions Award for his contribution to digitalisation through the adoption of the .africa domain name.
Neil Dundas
Co-Chief Executive Officer
Neil has over 25 years legal and domain name business management skills and experience. He is a visionary leader, entrepreneur, intellectual property lawyer, and techie who has contributed to the creation of the ZA Central Registry more than a decade ago and was instrumental in developing the local domain name dispute framework to resolve disputes arising in the co.za, org.za, net.za and web.za namespaces.
Jerry Maleka
Director - Registry Operations
Jerry has over 30 years experience in the corporate world covering a myriad of industries such as the logistics, electronics and the agri-process industries. He has developed various feasibility models and started over five businesses in different industries. His strengths are in corporate finance management, organisational change management, strategy development, and promotion of operational business excellence.
Theo Kramer
Director - Technical Operations
Theo is the ultimate techie with over 35 years skills and experience in the domain name management business. He is a passionate software developer and architect with current interests in B2B messaging technologies. Theo is a pioneer in the local domain name space, historically responsible for establishing and managing the co.za domain name space and facilitating its transition into the ZA Central Registry. He was instrumental in converting the previous UniForum SA from a user group into a world-class ISO 2001 accredited company and his passion to hold ZARC to the highest standards of ethical and security standards continues at ZARC.
Jannie Labuschagne
Chief Financial Officer
Jannie has over 25 years of corporate and financial management experience. He is proficient in strategy development and implementation, corporate governance, financial reporting, financial risk management, budget development and management, general management and oversight of financial operations. He is a member of the South African Institute of Chartered Accountants (SAICA), the South African Institute of Taxation (SAIT) and the Independent Regulatory Board for Auditors (IRBA).
Simla Budhu
Director Legal, Compliance and Risk
Simla has over 20 years experience in strategy development, enterprise-wide risk management, corporate governance and contract management. 13 of those years have been spent within the domain name industry with particular focus on domain name abuse management, policy development and company secretariat functions.
